Burma aid petition to UK and US governments

There is a petition demanding that the UK government support a UN resolution to authorise that aid to be provided to Burma without requiring the prior approval of Burma's military rulers. For background, see this post. The petition states:
The United Nations has the power to authorise aid shipments to Burma even though the regime has not given permission. The French government has tried to secure a discussion on this at the Security Council, but other Council members, including the UK government, have not added their support.
Permament members of the UN Security Council are the UK, France, Russia, China, and the US. These countries can veto any Security Council resolution. Security Council resolutions are binding on all members of the United Nations.
